Address Confidentiality Program

How Does the ACP Work?

If you move to a new location to escape domestic violence, sexual assault, stalking, malicious harassment or human trafficking, the Address Confidentiality Program (ACP) can help keep your new address confidential. This is done through the use of a mail-forwarding service and substitute address. In accordance with Idaho Code §19-57, all state and local agencies are required to accept the substitute address as the actual address of the individual.

Program Eligibility

All ACP applicants must:

  • be a survivor of domestic violence, sexual assault, stalking, human trafficking, or malicious harassment.
  • provide a sworn statement that they fear for their safety or the safety of their children.
  • provide documentation of evidence.
  • be at least 18 years old or a parent/guardian acting on behalf of a minor or incapacitated person.

Certification

ACP certification is easy to get and is processed quickly. Once effective, it is valid for four years and can be renewed or canceled at any time by the participant.

Authorization Cards

ACP authorization cards identify program participants and authorize the legal use of the substitute address.

Address Confidentiality Program of Idaho

The ACP has three parts:

A substitute mailing address to use with any state or local government agency.

A mail forwarding system to protect your actual address utilizing the substitute mailing address.

Confidential voter registration records.

The ACP: Step By Step

Step 1: Submit Application

Complete an application and submit it directly to the Office of the Secretary of State.

Step 2: Get Certified

Idaho ACP certifies participation then mails an authorization card with the substitute address.

Step 3: Use Your New Address

ACP participant uses the substitute address with any state or local government agency.

Step 4: Mail Is Processed

All mail is sent to the substitute address to protect the actual address of the participant.

Step 5: Receive Protected Mail

Mail is forwarded to the ACP participant’s actual confidential address.

  • Motor Vehicle Registrations
  • State Benefits & Services
  • Court Records
  • Voter Registration Records
  • Schools & Libraries
